Cutting Through the Process - Sassi Restaurant Site Redevelopment
I'm genuinely interested in making this a fact-based movement. I don't like hyperbole, rumor, or innuendo, and will always strive to keep this effort on a level-headed, fact-based standing so that we all have the facts on our side and as a guide.
That being said, several folks have reached out to the City of Scottsdale, and below is the best synopsis I've seen so far as to the city's process. Please be advised, we will need a concerted effort of phone calls, letters, and petition drives in order to have our voices heard. I'VE HAD SEVERAL CONVERSATIONS WITH THE CITY OF SCOTTSDALE PLANNING FOLKS... AND HERE, ON DECEMBER 14TH, IS MY UNDERSTANDING OF WHERE THE PROPOSAL BY RYAN COMPANY ... THEIR INTENTION TO BUILD AN ASSISTED LIVING / CARE FACILITY ON THIS PROPERTY (WITH APPROVAL BY THE CITY) ... STANDS. FIRST OFF, KNOW THAT THE PROPERTY HAS THE PROPER ZONING C-2 THAT ALLOWS FOR AN ASSISTED LIVING / CARE FACILITY...WHETHER PROPOSED BY RYAN COMPANY OR ANY OTHER ENTITY. SO, THIS IS A USE OF LAND ISSUE. THE SASSI RESTAURANT, BACK WHEN IT FIRST GAINED APPROVAL BY THE CITY TO BUILD ON THIS SITE, THE ZONING AND USE OF THE LAND INCLUDED A SPECIFIC STIPULATION THAT ANY CHANGE TO THE SITE PLAN... APPROVED FOR THE SASSI RESTAURANT, ANY FUTURE CHANGES TO THE ORIGINAL PLAN...WOULD REQUIRE ADDITIONAL HEARINGS BEFORE BOTH THE CITY PLANNING COMMISSION AND THE CITY COUNCIL FOR APPROVAL. THIS IS WHY RYAN COMPANY IS REQUIRED TO GO BACK TO BOTH THE PLANNING COMMISSION AND THE CITY COUNCIL FOR APPROVAL TO THEIR PROPOSED USE OF THIS SITE FOR AN ASSISTED LIVING FACILITY. FOR EXAMPLE...BESIDES THE CHANGE OF USE PROPOSED BY RYAN CO....EVEN IF THEY WANTED TO RE-LOCATE TRASH DUMPSTERS...LOCATIONS THAT ARE STIPULATED IN THE CURRENT SASSI SITE PLAN...THEY WOULD HAVE TO GO THROUGH THIS PROCESS...AND GAIN APPROVAL...BECAUSE THAT WOULD BE A CHANGE TO THE ORIGINAL PLAN. RATHER A PROPOSED CHANGE TO THE CURRENT SITE PLAN THAT CARRIED STIPULATIONS TO ANY FUTURE VARIANCE FROM THE PLAN. PERIOD.
SO, WHERE ARE WE TODAY... THE PROJECT IS "UNDER REVIEW" ... MEANING, VARIOUS DEPARTMENTS FROM THE CITY OF SCOTTSDALE ... SUCH AS FIRE / TRAFFIC / ENGINEERING / PLANNING ETC.... ARE REVIEWING THE TECHNICAL ASPECTS OF THE RYAN PROPOSAL FOR THEIR PROPOSED ASSISTED LIVING FACILITY. THESE DEPARTMENTS OFFER REVIEW AND COMMENT ON THE PROPOSAL AND THESE GET PASSED ON TO THE PLANNING COMMISSION. WHEN THE DEPARTMENT REVIEWS ARE FINISHED, THE RYAN PROJECT IS THEN PLACED ON THE CALENDAR... AN AGENDA ITEM BEFORE THE PLANNING COMMISSION, WHERE THERE IS THE FIRST OPPORTUNITY FOR PUBLIC REVIEW AND COMMENT(S). THAT IS THE TIME WE COLLECTIVELY (AS WELL AS INDIVIDUALLY) CAN VOICE OUR CONCERNS AND/OR OPPOSITION TO THIS PROJECT... BUT BE REASSURED, IT IS NOT THE ONLY OPPORTUNITY. BESIDES CHECKING THE CITY PLANNING COMMISSION WEBSITE ... FOR THIS AGENDA ITEM...AND, IT COULD BE SOME TIME BEFORE THAT HAPPENS... THE WHITE SIGNS POSTED BY THE CITY AT THE SASSI SITE, WILL BE REPLACED WITH RED SIGNS THAT WILL INDICATE IT IS IN THE PUBLIC HEARING PROCESS. THAT'S A VISUAL CLUE THAT THE REVIEW PROCESS IS OVER AND THE HEARING PROCESS HAS BEGUN. AFTER THE PLANNING COMMISSION HEARINGS HAVE RUN THEIR COURSE...THE COMMISSION MAKES A RECCOMMENDATION TO THE CITY COUNCIL...AND THIS PROJECT THEN BECOMES AN AGENDA ITEM FOR THE COUNCIL... THE PUBLIC AGAIN HAS A CHANCE TO WEIGH-IN ON THE DECISION PROCESS...AND THE COUNCIL AT SOME POINT WILL REACH A DECISION. IF APPROVED, THE PROJECT WOULD THEN GO TO THE DEVELOPMENT REVIEW BOARD WHICH FINE TUNES THE SITE PLAN, ELEVATIONS, LANDSCAPING...AND IF DIRECTED BY THE CITY COUNCIL....LIGHTING. THAT IS THE BIG PICTURE OVERVIEW... HOPE THIS GIVES SOME CLARITY.

I am a resident at Pinnacle Pointe near the Sassi Restaurant and my husband and I are strongly opposed to this development. I have left messages by phone and email to the gal at City of Scottsdale listed on the first White board posting. We dont believe an assisted living development fits into this area as well as we have concerns about traffic and congestion.....Alma School Pkwy. is already doubled in traffic and we bought in this area because it was less congested and less commercial.....If this project does get through we would hope that the buildings are not more than two stories and preferably one story....
